The Pre Hospital Emergency Care Council (PHECC) is the national regulatory body in Ireland for pre-hospital emergency care. PHECC sets the standards for education and training for people who provide emergency care before a patient reaches a hospital (for example first aid responders, paramedics and so on). Only First Aid Response certificates provided by a PHECC Approved Training Institution are accepted by Tusla.
Approved Training Institutions
A PHECC Approved Training Institution (ATI) is an organisation that PHECC has authorised to:
- Deliver PHECC-approved courses.
- Train learners using PHECC education standards.
- Assess learners according to PHECC requirements.
- Issue official PHECC certificates to successful students.
Only institutions with this approval can legally provide PHECC courses. Therefore, it is vital that when you book a First Aid Response training course, you do so with a PHECC approved company.

- The training meets national safety and medical standards in Ireland.
- Your certificate is recognised by regulators.
- The course is delivered by qualified instructors under PHECC guidelines.
In 2023, Canavan Byrne received approval from PHECC and is a recognised Training Institution. Since then, we have received approval to deliver First Aid Response training in a blended learning format. With this format, the theory section is delivered online on day 1, with the practical elements being completed on days 2 and 3 for full certification and day 2 for recertification.
